Prof. (Dr.) Subir K Bhatnagar is the former Vice Chancellor of the Dr. Ram Manohar National Law University at Lucknow.

Prof. Bhatnagar has earlier worked in various capacities in the Ambedkar Central University, Lucknow where he had held the positions of the Head of Human Rights Department & Dean of Law School. He also acted there as the Vice Chancellor of the University in 2001 & 2007. He has served as a permanent faculty for around four decades in the University departments of law faculties of different Universities at Kurukshetra, Rohtak and Lucknow. He has earned his PhD in Law from Rohtak University.

Prof. Bhatnagar was a member of the First Academic Council of the National Law School, Bengaluru in 1987. He was nominated by the Chief Justice of India in the Executive Council of the Indian Law Institute, Delhi in 2006. He has been nominated as the member in the governing and academic bodies of the Lohiya National Law University, Lucknow, H.P. National Law University, Shimla, Assam National Law University, Guwahati, Delhi University and A.M.U., Aligarh. He has been on the academic and research bodies and boards of the different Universities including those at Jammu, Gandhinagar, Bhopal, Nainital, Allahabad, Patna, Sirsa in Haryana, Asansol in West Bengal, Silchar in Assam.

Prof. Bhatnagar has got published around four dozen chapters and papers in the edited books and reputed journals. He has contributed in the e-pathshala project of the Government of India. He has delivered talks on the All India Radio on legal and social issues. He has been nominated on the Editorial and Advisory Boards of the reputed journals of many law Universities and schools.

His special interests include Constitutional Law, Jurisprudence, Human Rights and Clinical Legal Education.
